Does Preston need a new Town Hall & Library, and where should it be located?



A reader has suggested:
"How about the topic of the need for a new town hall & library and where they should be located. It would be nice to know how Preston residents feel about it."

I understand that the Building & Facilities Committee is no longer considering the "Triangle Property" as a viable option for the new library and town hall. How about the portion of the Norwich Hospital property that is located across the road from the commuter parking lot? Why is the town overlooking this? This parcel is most likely free of the environmental contamination that exists on the rest of the property. If the entire Norwich Hospital propery is to be sold to the Town for $1.00, it would make sense that the Town exclude this portion from the developement agreement with any potential developer. It would be a good location for the new library and town hall. It could also be kept by the Town as open space. The BFC and the Norwich Hospital Advisory Committee should consider this.

As a member of the Building and Facilities Committee it is important that we have a commitment from the Board of Selectmen and the general public to continue a search. The Building and Facilities Committee is ready, willing, and able to proceed forward at anytime to continue this very important task, however until a firm direction and commitment is given by the Board of Selectmen it would just be a waste of time and energy.

I realize at the present time a decision on the hospital property is important and I am sure this is one of the biggest reasons why the Board of Selectmen will not commit to any firm direction regarding a location for a new town hall or library.

I do urge residents to please go to the Board of Selectmen meetings and express their views on this or matter any other concerns they may have in our town. Public comment and questions are now allowed at Selectmen Meetings. Mike Clancy

Town hall and the library are in need of updates and repairs due to the age of the buildings and the changing needs of our community. It's really not a matter of neglect. Unfortunatley things are on hold pending a new and improved tax base once the hospital property is developed. Meanwhile those of us who work in town owned buildings simply plug along with outdated electric heat, cramped quarters, and swamp critters. All in the interest of public service with a :)

IN RESPONSE TO THE POST FROM GAIL:
HASN'T THE TOWN CONSIDERED HIRING AN EXTERMINATOR? I HAVE WITNESSED A "SWAMP CRITTER" IN THE BASEMENT OF TOWN HALL MYSELF. THIS IS UNACCEPTABLE. THE TOWN NEEDS TO PROVIDE THEIR EMPLOYEES A SAFE WORK ENVIRONMENT. THEY SHOULD BE ABLE TO WORK IN THEIR OFFICES AND NOT HAVE TO WONDER WHAT MAY CRAWL OR SLITHER OVER THEIR FEET. THIS PROBLEM NEEDS TO BE ADDRESSED REGARDLESS OF HOW SOON WE GET A NEW TOWN HALL. IF THEY IGNORE THE PROBLEM, THE BUILDING WILL BECOME INFESTED. PLEASE DON'T WAIT FOR AN EMPLOYEE OR RESIDENT TO HAVE A HEART ATTACK BECAUSE THEY ARE SO STARTLED BY ONE OF THESE "CRITTERS".

Gail's response... I agree that we shouldn't be waiting for money to flow before addressing some of the issues with our buildings. The "critters" seem to return every year as the surrounding swamp waters begin to thaw. So with spring upon us, it's time to hire someone to perform simple maintenace tasks and oversee contactors as they accomplish the more complex improvements that are needed in our town owned buildings.

Our town lacks a "go to" person with the time and resources to fix things beyond changing a lightbulb or two. By implimenting a preventive maintenanace program, we should be able to discourage the "critters" by creating a more pleasant and functional facility for humans.

HOW ABOUT CONVERTING THE LIBRARY TO TOWN OFFICE SPACE AND BUILDING A COMBINATION TOWN, SCHOOL LIBRARY ADJACENT TO THE PRESTON PLAINS SCHOOL.

if we were to have a new town hall i think it should be in the spot where the old poquetanuck school was located, it is a perfect place, and big enough for the nnew library 2

We may need a new Town Hall. Let me think about it. I like the Town Hall, but the Library needs to be upgraded. They need a new board of directors....STALE! After I pay my latest fine of course......

You said that the Board of "directors" is STALE. (Just a comment there: it is the Board of Trustees). I am relatively new to the board--I've been on just over a year. As well, this past April we welcomed 2 new members. The open positions were advertised--did you apply? I sense that you have some ideas that could be implemented. Come to our September meeting and put these ideas forward. We are always open to new ideas and we offer time for public comment at the start of each meeting and at the close of each meeting. So, please, don't let your frustration erupt in anonymous bitter comments on the blog. Give your frustration a positive outlet--share your ideas with us. In fact, if you feel strongly that not enough is being done, I would relinquish my seat on the board to you because the library is important and we need your ideas.

Forgot to mention: There is also a Friends of the Library group that is very active supporting the Library. They are meeting Thursday evening, July 17. Everyone is welcome and new ideas will be heard with enthusiasm.
