There was an article in the Region section of today's NL Day on an incident in the Selectman's Office with Utopia representatives. I personally agree that the setting up of a protocol for dealing with potential future incidents was exactly the right thing to do. What do YOU think about the whole thing?

This is a copy of a letter from Richard Chalifoux the Chief Engineer at Poquetanuck VFD to our BOS.

Dear sirs,
We recently completely replaced our Heating system, air conditioning system and hot
water heater.
The new state-of-the-art $33,000.00 system was totally paid for by the department.
The new system is 88.5% efficient. This is 12.5% more efficient than the old system.
Several members helped with this project but it was Kurt Terpe who was instrumental in
coordinating the trades, completely wiring the system, running ducts, hanging heaters and
running pipes. Also. Mister Bill Maruzo, a nonmember, donated his time as well which
we are exkemely grateful.
Another project Kurt has just completed is an energy efficient lighting program. This
program converted 16 older flourescent lights to new, more efficient, T-8 bulbs and
electronic ballasts. The total cosi was $590.00. 'With a rebate from CL&P of $250.00 our
cost is $340.00.
Kurt is working with Chief Casey to get an energy audit done on the entire building to
see where we can save even more.
With our eyes to the future, we are exploring alternative energy choices. Ifwe can
develop a system to help us cut energy consumption, we will surely consider all
pnssibi!ities. We believe energy conservation should be everyones concern and we are
committed to doing everything we can to achieve this.

I understand that the Building & Facilities Committee is no longer considering the "Triangle Property" as a viable option for the new library and town hall. How about the portion of the Norwich Hospital property that is located across the road from the commuter parking lot? Why is the town overlooking this? This parcel is most likely free of the environmental contamination that exists on the rest of the property. If the entire Norwich Hospital propery is to be sold to the Town for $1.00, it would make sense that the Town exclude this portion from the developement agreement with any potential developer. It would be a good location for the new library and town hall. It could also be kept by the Town as open space. The BFC and the Norwich Hospital Advisory Committee should consider this.

As a member of the Builing and Facilities Committee it is important that we have a committment from the Board of Selectmen and the general public to continue a search. The Building and Facilities Committee is ready, willing, and able to proceed forward at anytime to continue this very important task, however until a firm direction and committment is given by the Board of Selectmen it would just be a waste of time and energy.

I realize at the present time a decision on the hospital property is important and I am sure this is one of the biggest reasons why the Board of Selectmen will not commit to any firm direction regarding a location for a new town hall or library.

I do urge residents to please go to the Board of Selectmen meetings and express their views on this or matter any other concerns they may have in our town. Public comment and questions are now allowed at Selectmen Meetings. Mike Clancy
